Tar-Bug??

i had a tar with the following filenames inside (i viewed the file with a
hex-viewer):

test/
file1
file2

tar generated a listing that said:
test/
test/file1
test/file2

i tried to unpack the tar with winrar and reported a bug to winrar's
programmer, but he said, that his tar (don't know which version) doesn't
extract file1 or file2 into the subdir test/

at the moment i can't decide, which result is right or wrong and therefor
i'm askin if this is a bug in GNU tar 1.13.19 (which is the version i'm
using) or if this is an "extension" made to the tar-format (like the
@longlink stuff i found to be called gnu-longlink-extension)
