You should have posted to the GSL mailing list. Anyway, the answer:
$ systune -r
systune-> ncargs 204800
systune-> quit
This will increase the command-line length limit until you reboot. Use
'systune -b' to set it permanently.
And, the latest version of GSL is v1.1.1.
