gettext

Hi , i got problem running gettext on my box . I have Mandrake8.1 ,
xgettext --version says 0.10.39

When i do 
        export LC_ALL=cs_CZ
        ls --help
        ls -la
then dates are localized , but messages from ls --help are not.
But they should be , because all catalogs are in /usr/share/locale/...
Also normaly compiled programs - eg sylpheed doesn't look like they want
talking in czech . They have also catalogs correctly installed
/usr/local/share/locale ....

I was really desperate about this , and i learnd all that gettext
because of it . And if i write program myself then it works .
I'm compiling just gcc file.c . I still don't know how gettext works
inside - if it can be  statically linked or dynamically or if the
programs are using the glibc gettext ?? Well anyway , my program
doesn't link it staticaly so it has to use some system gettext rutines
or what.


I'm doing it second day and now i really don't know what to do.
Please help me
