You hit a dark corner.  xgettext does not accumulate comments belonging
to the same msgid, the first occurrence wins.  AFAIKS, this behavior
isn't documented.

If you want to have the strings in the .po files too (strings you called
identifiers), stick them in the msgid as explained in the gettext manual
(Version 0.11, Section "How to use `gettext' in GUI programs").
