--exclude doesn't work on AIX

Hi,

I downloaded tar-1.13 from ftp://ftp.gnu.org/gnu and compiled it on
AIX4.3.3.0.9 as follows:

LD_FLAGS="-bnso -bI:/lib/syscalls.exp" \
CC="cc" \
./configure --prefix=/usr/local/gnu --enable-exclude
make check
make install

and that all went fine but despite trying various combinations of the
--exclude and --exclude-from options, I'm convinced it doesn't work on AIX.

Here's one of the commands I've tried:

/usr/local/gnu/tar -cvf /tmp/mnt2/netrs1/netrs1.tar \
--exclude tmp/mnt2 / 2> /tmp/mnt2/netrs1/netrs1.err
