Regarding date, in Info we see

By default, `date' pads numeric fields with zeroes, so that, for
example, numeric months are always output as two digits. GNU `date'
recognizes the following numeric modifiers between the `%' and the
directive.
$ LC_ALL=C date
Wed Feb 6 10:30:11 CST 2002
well, at least in this case, we see that 6 is output instead of
06... Ok, maybe he was just talking about the % stuff.
