Both problems are fixed in Red Hat's release. You can use the
src.rpm.

ftp://rawhide.redhat.com/pub/redhat/linux/rawhide/SRPMS/SRPMS/cpio-2.4.2-24.src.rpm

Or do a search at http://www.google.com/ for "cpio patch
userspec.c"

Note that I don't use Red Hat, but compiled their version.
I'm sure most distributions have the fixes.

Yet another GNU package without a maintainer ? BTW, if GNU ed
has one, then a new release fixing the security problem
mentioned a long time ago on various sites is needed. Not all
users use everything from a distribution !
