There is already a texinfo to POD manpage converter, which combined with
pod2man from the Perl is now being used to generate man pages for at least
GCC, GNU binutils, and Wget. Other GNU packages may want to look at it.
Many GNU packages are best served by using help2man to generate a man
page, however, and GNU tar may well fall into that category.
