gettext package really needed?

Hi!

As far as I can see the gettext utility does nothing really
important for the basic functionality of binutils.

So I suggest another configure option --no-gettext
or (what is even better) an automatic different behaviour
of configure and Makefiles when gettext is absent.

I am _not_ interested in localization of my compiler
until I have a working one on hpux.
I find it odd to install yet-another-package.
The dependency tree of gcc/binutils is so big now,
it is a punishment to build it on a naked non-linux machine.

hpux binaries I can see that for most of the people
it is hard enough to get it right anyway, so please try to
make it easier, if possible.

If You feel like gettext _must_ be used: state it on the webpage
in the "dependencies" section and let configure bail out
with an error when it is missing, so poor enthusiasts do not
get disappointed on their first try.

P.S.: finally cvs-binutils get built on hpux-11.0 again. (sigh of relief)
