sed 3.02: configure --program-prefix doesn't work

I tried to build GNU sed 3.02 on Solaris 8 using the "--program-prefix=g"
argument to "configure", and ended up with the program being installed as
"ggsed", where I'd expected "gsed". The same happened on a Debian
GNU/Linux system.

As far as I can see, the problem is caused by the chunk of code that
converts from $program_prefix to $program_transform_name appearing twice
in "configure". I haven't managed to work out what feature of
"configure.in" is causing this, though.
