gettext: Please update libtool in and make it work with autoconf-2.50

Hi,

please update libtool in gettext. Any libtool < 1.4.0 causes serious
miscompilations under NetBSD/sparc-1.5 .


Running autoconf-2.50 fails:

$ autoconf
./aclocal.m4:619: error: m4_defn: undefined: _m4_divert_diversion
actypes.m4:289: AM_TYPE_PTRDIFF_T is expanded from...
./aclocal.m4:619: the top level
$ autoconf --version
autoconf (GNU Autoconf) 2.50
...
