Gettext 0.10.37 has time zone inconsistency

Hello.

Gettext (src/xgettext.c) inserts the POT-Creation-Date: header with a time zone
format as [+-]HHMM, whereas po-mode.el updates the PO-Revision-Date: header
with a format of [+-]HH:MM.

Since the TP-robot and ISO 8061 seems to prefer : in this case, I think gettext
should use HH:MM as well.

PS.  Please send a new gettext.pot file to the TP-robot so translations can be
updated.  There seems to have been changes to the messages.
