Details:

When importing csv data with GET DATA /TYPE=TEXT, although I flag <<Quote
separator characters with '"'>>, the pasted syntax does not have the
/QUALIFIER='"' clause.

GNU pspp 1.3.0-g65c0ae
x86_64 Intel(R) Core(TM) i5-7200U CPU @ 2.50GHz GenuineIntel GNU/Linux
