Did you check the versions of GTK? in the recent past it was not
possible to use the standard Cygwin installer to install all needed
packages in the new enough version. The cygwin based PSPP installer on
 httP://pspp.awardspace.com contains a howto it is made which
describes how to create the cygwin installation with the right
packages.

Anyway, following the advice of Michel and download the Mingw based
binary from http://www.cecaps.ufmg.br/pspp/?lang=en is MUCH easier. I
wouldn't use the cygwin based installer as this package won't be
upgraded to a newer version anymore.
