That indicates that the pkg-config module that implements
PKG_CHECK_MODULES is not available on your system.  You will need
to install it before you run "autoconf".

I guess we should add this to the prerequisites.

What kind of problem with long string variables have you
encountered?  Is there a bug report filed?
