Hello,

I suspect the test harness has a problem where it continues even if there are
failures, and thus 'make check' does not terminate with an error.

As a result, my automated tests on various systems returned "no failures" for
all systems (which is highly suspicious).

Anecdotal checking shows that there are failures on some platforms:

e.g. on OpenSolaris 5.11/i86pc:
    [...]
    make[2]: Leaving directory
`/home/agn/pretest.2016-12-12.7MayxN/libiconv-1.14-60-g89436ea.h8xOjU/libiconv-1.14-60-g89436ea/tests'
    ./check-translit . Quotes UTF-8 ISO-8859-1
    ./check-translit . Quotes UTF-8 ASCII
    ./check-translit . Translit1 ISO-8859-1 ASCII
--> ./check-translitfailure . TranslitFail1 ISO-8859-1 ASCII
    ./check-subst
    ./test-shiftseq
    ./test-to-wchar
    make[1]: Leaving directory
`/home/agn/pretest.2016-12-12.7MayxN/libiconv-1.14-60-g89436ea.h8xOjU/libiconv-1.14-60-g89436ea/tests'

and on opensolaris 5.10/i86pc:
    [...]
    make check-extra
    ./check-translit . Quotes UTF-8 ISO-8859-1
    ./check-translit . Quotes UTF-8 ASCII
    ./check-translit . Translit1 ISO-8859-1 ASCII
--> ./check-translitfailure . TranslitFail1 ISO-8859-1 ASCII
    ./check-subst
--> Segmentation Fault - core dumped
--> Segmentation Fault - core dumped
--> Segmentation Fault - core dumped
    ./test-shiftseq
    ./test-to-wchar

I believe that on most systems there are no test failures, but I haven't
checked each system manually.

If you prepare another tarball which takes tests failures into account, I'm
happy to re-run the tests and report back.
