Definitely not. Adding an alias for an encoding is one of the worst things a
provider of conversion software could do. Think of the consequences:
Programs would start using this alias and then complain if other encoding
software does not support this alias. People would remember this alias instead
of the correct, widely accepted name of the encoding, and ask for more
programs and for more conversion softwares to support it. For 5 or 10 years,
software developers would spend time adding support for this alias.
A monumental waste of effort.

Just use the known and standardized encoding name, "ISO-8859-15" in this case.
No effort for anyone. Problem solved.
