There is no general bullet-proof solution for the problem of broken or misbehaving installations of external tools. So these tests cannot ever be "stable". You can mark them _all_ unstable.
There is a solution: use a mock implementation instead of a real one. The point is to check that there are no regressions in Emacs, there is no need to use a external tool for that. And that would make the tests more future-proof.
