bug#43031: shr and eww disable background colors

It's about bg color being only rendered up to EOLs but I also would like to just turn background off and use default background of my Emacs theme (unlikely ppl who use dark themes would enjoy white backgound).  It's possible to turn off applying of both foreground and background colors with eww-toggle-colors but I think it can be sometimes useful to turn off just background and retain color making of the text.

Is this about the fact that the background color is not extended past
EOL to the edge of the window, perhaps? If so, we could arrange it to
be extended -- would that solve the problem?

If this is not the problem, can you explain what you consider to be a
problem in this example?
