bug#23179: 25.0.92; Restore `M-,' to continue etags search

This was a very long thread, and several issues were touched upon.  If
I'm skimming this correctly, everything discussed was either fixed or it
was decided that should not be fixed, so I'm closing this bug report.

If there's anything more to be worked on here, please send a mail to the
debbugs address and we'll reopen the bug report, or perhaps file a new
report with any outstanding issues.
