bug#42898: 28.0.50; Titles in eww should be truncated

This is just to remind myself, really (I've thought about doing this
dozens of times, and forgotten as many times):

eww displays the title and the URL in the header.  If the title is too
long, the URL is pushed to the right and not visible.  At least the
domain name should always be visible, so the title should be truncated.
