bug#16469: 24.3.50; Emacs in fullscreen mode doesn't respect Win+M shortcut on Windows 7

(This was reported 6.5 years ago but unfortunately never got a reply at
the time.)

I unfortunately can't test this as I don't have access to a Windows 7
machine.  Are you still seeing this on a modern version of Emacs such as
the recently released version 27.1?
