starting "emacs -Q" on vcxsrv:
 - the emacs window pops up with the usual default size and then
 immediately resizes vertically with only three usable lines remaining.
 - after that, I can resize the window to whatever I like with the mouse
 - when I open another frame with C-x 5 2, the actual new window (or
 frame in emacs terminology) has the regular size, but 80% of the window
 is black and emacs displays menu, minibuffer and everything in the
 remaining upper part. Again, when I resize the window with the mouse,
 everything is back to normal.
 - when I start emacs with the --geometry option, I can make emacs flash
 up with another frame size, but again it immediately resizes
 - when I start emacs with the -fh or the -mm option, it opens up in the
 respective size as requested

 - I get the same behaviour with vcxsrv 64.1.20.5.1 and xming 6.9.0.31
 - I get the same behaviour
   - starting emacs from windows linux subsystem running debian stable
as well
     as
   - connecting to the vcxsrv display from a separate debian testing
machine and
     starting emacs from there
   - with emacs 1:26.1+1-4 (debian testing) and 1:26.1-3.2+deb10u1
     (debian stable)

 - I only get this behaviour with emacs-gtk but not with emacs-lucid
