I tried this in Debian with Emacs 26 and 27, and inserted a CENT SIGN,
and it was displayed correctly:

    x:-misc-fixed-medium-r-normal--13-120-75-75-c-80-iso8859-1 (#xA2)

(which is the same as all the other characters).

Are you still seeing this problem in modern versions of Emacs?
