bug#30263: 26.0.91; whitespace-mode in mhtml-mode

It looks like none? some? of the font locking keywords set up by
whitespace mode are in effect in the CSS bits, but they are in effect in
the HTML bits?  I'm guessing this has something to do with mhtml-mode,
so perhaps Tom has some insights here...
