Sorry; I don't quite follow you here.  The doc string says that "~/" is
interpreted specially.  There's no "/" in "~".  :-)

That 

(expand-file-name "~/" "/tmp/")
=> "/home/larsi/"

is fine, because "~/" isn't a valid file name.  But "~" is, and that's
the problem.
