Summary: default tagging should be precious
Original Submission: Hi, I really think the default untagged-source behavior
should be precious, not unrecognized. Precious more closely simulates CVS'
default behavior here, and I think it makes more sense as a default, since it's
what the vast majority of users (I assert) will expect.
This change is in both patch-42 and patch-44 in my archive; please apply both.

I really think that it should remain "unrecognized". With
anything but unrecognized, if you forget to add a tag then
tree-lint will be silent and you'll end up comitting an
inconsistent changeset.
In general, the default should select the safest behavior,
not the apparently "friendly" one.
