Summary: Output what-changed separator newline only when needed
Original Submission: tla what-changed outputs an empty line to separate the
`progress output' (`M filename' &c) from the more verbose output (diffs &c).
However it outputs it even if nothing follows, which is inconsistent with other
progress-output instances.
This patch just omits the empty line in that case.
