[Bug-gne]Moderation Pool

I've just added a new feature to the moderation
pool which allows moderators to leave comments
by articles awaiting acceptance.... so that if an
article contains a glaring error (such as stating
that f=2ma) then a moderator can leave a comment
saying so, warning other moderators to check the facts
and not accept the article. This should, to some extent,
overcome the problem of people accepting articles
with such errors in. Though it will probably allow some
moderators to scare off others by claiming facts
are wrong :/

Oh and I fixed the bug that meant that suggestions
for "edit mode" articles weren't emailed to the author :)
