You will probably want to use the ISO 639/ISO 3166 standard, with the usage
described in RFC 1766. This is the standard that uses names such as EN_us for
American English.

A list of ISO 639 language names with both three and two-letter codes can be
found at http://www.w3.org/WAI/ER/IG/ert/iso639.htm

And a list of ISO 3166 country codes can be found at
http://userpage.chemie.fu-berlin.de/diverse/doc/ISO_3166.html

That's all you should need.
