I doubt it, we would be little more then a search engine, not even 
the RIAA are going to try and sue Google for linking to pirate mp3s.

It could be collected in the same way Linux distros are. After all a 
standard 6 cd Linux distro has programs from probably 100+ sites. 
A distro of the encyclopedia would have have articles combined 
from 1000+ sites, it's just a question of scale.
