Try Python at http://www.python.org. It's a very quick-to-learn (IME)
object-oriented scripting language (although you don't have to use any
of the object-oriented features if you don't like). No compiling; nice
orthogonality (everything is an object, unlike say Java); excellent
string handling.
There are also some Python-based Web publishing systems, IIRC. I think
Bonobo is one of these; I haven't looked at this stuff in quite some
time, though, so I may be wrong. Is there a mod_python for Apache? I
don't know.
Also, if you don't want to jump right into GNU/Linux right away,
Python interpreters run on Windows.
In any case, though, there is absolutely no way ASP or IIS can be
considered for GNE.
