[Bug-gne]Media server

I was thinking about how to insert images, video and audio clips.

I thought it best to not have these linked outside GNE, but rather uploaded 
in the same manner as the articles.

But then I didn't want to have duplication (like 12 copies of Martin Luther 
King's "I have a Dream" speech).

I thought that in the same manner as issuing an ID for articles written, we 
could issue an ID for a media resource, and link the media resource from the 
article using the ID.

This will allow for the dynamic storage and mirroring of the media 
independently of the article itself. It also means that we are creating a 
media library (and we'll need huge servers and a lot of bandwidth to store 
and serve it).

Any takers?
