This is a potential solution to the ``I don't want X on my servers'',
I don't think the users should be bothered with the above decision;
that is something which classifiers can do. That is, classifier Y can
decide which back-end servers to (potentially) use.
Really, though, it almost makes little difference since the users of a
classifier won't know where the articles came from anyway; the only
``good thing'' about this solution is to allow authors the potential
to publish articles even if GNE servers refuse it...
I think it is a good idea.

I agree. GNEP should, however, have a policy of listing *all* servers
which host GNE content; then classifiers have the opportunity to get
articles from ``everything'' if they want.
