(In this message I'm going to use GNE to refer to the software and 
GNEP to refer to the "GNE project")

I think a possible solution would be to have:

A central server run by the GNEP which accepts only non-
controversial articles.

Other servers which could choose to accept articles on whatever 
basis they want.

The front end should provide options like "which of the following 
servers to you want to include in you're search", this would mean 
that from the users point of view they would be just accessing a 
one source to gain their data.

>From the server point of view GNEP wouldn't hold any illegal 
material and won't become legally responsible.

Extremist groups could just set up their own servers running GNE 
to hold controversial/illegal material.
(Note: I don't mean stuff like "who invented calculus", but pro-crime 
articles and the like)

This would mean any "stigma" from extremist articles would 
become attached to the extremist servers and not the GNEP.
