If all the knowledge and information on the web was free, then we wouldn't
need such an encyclopedia, but rather categorize the web; 
In www we can NOT - 
 * distribute the articles w/o explicit permission from authors
 * correct/translate articles , again the permission thingy
 * be sure that the article remains after a year - we can not copy it and
make available elsewhere
The gnu free documentation licence covers such problems, and both GNE and
Nupedia use it.

And the other thing is structure. Even if we accept *anything* that *anyone*
wants to be an article in encyclopedia, then it will be far more organized
than the web is.
