Anyone should be (and is) allowed to change an FDL article. It makes
sense to keep mere edits of articles as a different version of that
article.

Sure we can. They just have to go into a different version so that
interested parties can see past version, or choose to link directly to
particular versions -- as has already been discussed.
This is the entire point of having articles under the FDL license.
