No, we should allow articles to not have signatures if they don't 
want to. However we should have a server which can automatically 
verify digital signatures if the article is signed.

I think the submission process should be kept internal for now 
though, i.e for testing purposes, after all this system is going to be 
in a pre-alpha stage of production.
