That is one reason I suggested it should go through a vote, people 
may interpret rules differently and hopefuly a vote will balance out 
errors of judgment.

That could be a secondary reason to GPG sign articles, if an 
article isn't signed the article could be automatically rejected. That 
would filter most of the spam leaving only the people who are 
specificall trying to abuse the system.

I think statistical analysis could also prove useful for detecting 
spam.

Also we would need to reject illegal content.
