I am sympathetic to this.  We certainly should never _keep_ things in
that format, nor should ever EVER EVER _publish_ anything in that format.

But imagine a really great author, a Professor Emeritus in British History
from Yale.  (I just made this person up.)  He's been writing in Microsoft
Word for 10 years, and he isn't about to learn anything else for our sake.
I think we probably can accomodate him by accepting his submission and 
(by hand, I imagine) converting it for him.

I could be swayed on this point, obviously.  :-)
