Re: the recent objection to an XML format for submissions,
because everyone and their grandmother should be able to make submissions

The web interface program can have "user friendly" forms,
that automatically construct the XML submission file.

For the email submissions, the XML could be send in directly.
If we keep the structure simple, the XML format should
be patently obvious even to non-technical users, e.g.,

<author>Bill Green</author>
<title>An Overview of Flowering Plants</title>

etc.
