Having read it before, I would say your idea is good,
and as "stringent" as I think we should get at the
moment. Perhaps even have no "reject" vote as in mine
and Rob's article at

What is the use of the GPG public key?

The proxy group (or Edit Mode and Rob and I called it)
is an idea that is definitely needed. It could either
be the same group as the moderators group (as I think
it should be for now, for the simple reason of numbers
of people with the type to edit/moderate works), or
later on perhaps an editing group in its own right.
Whichever way, the author should have the final say on
an edited article.

This should be an option, not a necessity. People who
don't know how to compress files could just fill in
the web submission form several times. Those who
could, could save time by making a zip file.

Both methods would be good to have, but the web based
one is, IMHO, the most important for now.
