Can I make a suggestion?  It's fine that you want to store the articles in format X and search them in format Y and index them in format Z, etc. but just to start out with the simplest case can't a plain text form be created which people can then download and complete and submit?
 
I think of NSI's original domain registration model.  Have a form with a set of required (and some optional if you like) fields.  Call this form the Article Submission Form.  The Article Submission Form has a version number on it, e.g. 1.0.  The article submission form can be retrieved in a number of different ways.  You can send an e-mail to a specific address and it will return the form to you.  You can also download the article submission form via FTP and HTTP.  That's 3 different methods one of to which almost every interested party will have access.
 
The article submission form can be submitted to the GNE via one method, e-mail.  This is just for starters.  If we can come up with other secure methods of submission then by all means we will but just to get started that method is as good as any.
 
OK, so the plain text article submission form is retrieved, completed and then submitted to a specific e-mail address say address@hidden.  On the receiving end the initial parser could verify that all of the required fields were completed and if not the form would be returned to the sender with an explanation of which required field was not completed.
 
Perhaps we could also create another form which could be called the Author Creation Form and each person could have a unique id similiar to that used by NSI as well.
 
I think this is the easiest way to start the ball rolling.
