I agree, this should be done. But what happens when, to follow the example below, I want to focus on an article dealing with Thomas Jefferson's paricipation in a certain event, rather than linking to the 300 articles that might reference Thomas Jefferson.

if I could refer to an article by ID, such as
 <link_article>
   <article_ID>L768459</article_ID>
   <article_ref>Thomas Jefferson and the signing of the Declaration
     of Independance</article_ref>
 </link_article>
and the article is later removed, edited, or else, then the reference, in this case L768459 can point to the new article, and I don't lose the reference.

I thinkk this is really important for very broad subjects, such as "Imperial Rome" or, "United States Foreign Policy"

One solution, and one that we are pursuing already, is to use XML to markup
the links in a semi-automated fashion.  For example, I can link to
<name>Thomas Jefferson</name>, and if an article by that title exists,
then a link is automatically generated.

In this way, authors can (more or less) pre-link to articles that don't
even exist yet.  And if an article were to go away for some reason, then
the link would not appear in the article, but the information making the
link possible in the future doesn't get lost.

I think this is a powerful solution.
