I'm not suggesting voting to allow/disallow articles (except in the 
case of abuse), I'm suggesting that the basic categorization be 
done by voting(i.e if the article contains information which 
somepeople may debate as factually incorrect).

If someone sees an article which they disagree with the worse they 
can do is to vote to say that the article takes a position which may 
be factually debatable. We can set the limit quite low, for instance 
at 20%. We could say that if more then 20% of the reviewers think 
this article is factually biased then it will be marked as such.
