I thought of Freenet too, and also the sort of key mirroring you mention.

could help Freenet by providing a stable keyspace for some interesting content.
I
didn't mention this because I don't think it is germane to the thrust of my
proposal--and it can be hacked up later under just about any workable scheme.
But Freenet doesn't help us. The choose scalable delivery over persistence, as
you point out. Very important problem to solve, but not the problem we have
here.
