My vote, as noted in another post, is this:
. Initially concentrate on tools for acquiring, storing, disseminating
and making classifications (views, ratings, etc.) of all manner of
articles. Nupedia content can be used for testing.
. Once these tools reach some reasonable level of maturity, the
project can focus more on soliciting content (open-library style, not
edited to encyclopedia-like articles) and setting up editors for
authors to (optionally) use to improve their articles.
