I don't see what's wrong with submitting things through simple
email. Everyone remotely interested in contributing would know how to
send email and a few simple structure guidelines would make parsing
extremely easy. Pictures and the like could be MIME attachments and
referred to in some simple manner in the article (like <attachment 0>
or something).

Parsing such a thing into XML wouldn't be too hard, and XML tags could
be included if the author felt like reading about and using the
semantic hints (like <name>mike warren</name> etcetera).
