I support the idea of using TEI; at least we should take a good look at TEI,
since there is already a lot of work done and it seems better suited for this
project than Docbook.

As Jean-Daniel said there are already many tools to support TEI, but what is
more important is that there is a huge corpus of texts edited in TEI and it is
well established in the academic community (at least on the Humanities side).

That doen't mean that the final storing format would be TEI, but we should
support it somehow.
