I think we should consider using an XML Schema or set of
XML Schemas, rather than a DTD.
The DTD gets awkward pretty quickly, at least if you want
to try to provide semantic hints for the content. XML
Schema seems much more flexible.
The main drawback is that XML Schema is not yet a W3C
Recommendation, though it is very close (I admit to not
having checked for a couple months); close enough to begin
to be used.
XML namespaces and schemas certainly make it easier to
manage the specifications for a broadly diversified group
of documents than would DTDs.
